There's no reason to believe players won't be allowed to do the quests again. They can easily reset the flags.

Until the event releases again with most players believing they can redo it, only to find out they can't. Then they'll rage on the forums, and SE will apologize for the inconvenience and do nothing about it.

Not saying this is what will happen, or that you're not right. But since we have no word either way, either one of us could be right, and simply assuming you can do the quests again could lead to some very angry people.
