I agree with the OP. Back in WoW they had to implement it because people were signing up for content such as heroics or raid expecting to be carried which wasted everyone's time. The same is happening in this game with players who can't be bothered making an effort to gear up signing up for content they aren't ready for in the hope that the rest of the group can carry them.

No doubt you can tank Titan HM without full DL but I didn't want to be a burden so I farmed for the gear and got the Ifrit weapon before attempting Titan HM. I made numerous attempts today and only one group had sufficient dps to do it and that was a server based one, not a DF one. All the DF groups I joined had poorly geared dps in who couldn't even take down the heart.

I'd also like to add that based on my experience of playing MMO's players who don't bother gearing up before attempting content also tend to be the kind of players who don't bother finding out what tactics are for an encounter. They want the rewards without the effort.
