They may as well eliminate the entire emote system if they're that terrified of a few "inappropriate" screenshots. Their reasoning absurd.
It's more along the lines of it just being too easy to make such inappropriate motions/actions. There's a reason why certain age-ratings must be respected. Being dressed in a swimsuit or whatever is very different, by contrast, as that is the decision of the individual. If that were offensive to someone, I'm willing to bet that going to the beach is the same as going to a strip club... despite how close it might be sometimes.
I'm pretty sure lying down would also be the "decision of the individual".
