If it makes you guys feel any better, she is from a different dimension or whatever. Maybe her race is just smaller compared to our own so when we compare her to our humans or Hyurs, she looks small in comparison. And .. yeah I guess.

She looks great in the PS3 games. I even thought they did a good job on her during the events up until I saw her legs. Considering how long they've been planning the crosspomotion I'm a little disappointed that they seem to have halfassed Lightning's model. I understand not wanting to spend too many resources on something that's only a temporary event, but they could have put in a little more effort.

No I'm pretty sure they intended the exact design that we got in game. You don't go through all the trouble they did and not have their princess come out exactly how they wanted. She looks the same as she did in the original game so I don't know what everyone is riled up about it's like none of you remember ever playing FFXIII, which would not be shocking because it wasn't a memorable experience to begin with:

God forbid a woman having a frame that you don't like. Not everyone can end up with a perfect body frame, even in fictional work.
As people already mentioned, it could be some malnourished feature because of her story.

She's thin, but not THAT thin imo.
Has the figure of a typical Asian woman.

I think this is the reason all FF characters look skinny to us morbidly obese Westerners; their motion capture actors are probably Asian...but they generally have Western heads and faces. Mixing up the body types makes people look kinda strange.

Lightning's thigh gap makes her look like she's been built wrong though - like her legs and arms are attached to the corners of a rectangle. Nobody has 30cm between their thighs!

She is way to thin. And her skin is looking kind of grey. I think the teleporting gave her cancer.
