I believe these stuck emotes, also the relic glow trick, are only viewable by people that were near you when you did it. If someone is to far away that your characters hasn't popped on their screen, or in another zone, then go to them to see their funny trick, you wont see it. That's been my experence so far. This stuff is unusually hilarious. idk y.

Correct, if you're not rendered on their screen it won't work, and if you're out of character draw-distance and back again the same thing will happen.
