[Battle] Actions that cannot be used do not always indicate that they are unusable.

Issue: While in battle, commands that cannot currently be used (eg: reaction commands) do not give any indication that they cannot be used if you have the required amount of TP. This is an inconsistency within the UI. Additionally, action commands that do not require TP but do require another prerequisite was met (Flurry) will always give the "confirm" or "success" feedback sound without any error, even if the ability cannot be activated.

Platform: Windows

Steps:

1. Enter combat, noting the status of actions on the action bar.
2. After gaining the prerequisite amount of TP, actions will begin to light up.
3. Note that reaction commands have lit up, but cannot actually be used.

Expected Result: Reaction commands are gray until the criteria to use is met (similar to how abilities are gray until the necessary TP is reached).
Actual Result: Reaction commands are gray until the necessary TP is reached, but give a "That action cannot be performed." error when you attempt to use them OR give no feedback that the action cannot be used.
