My friend no longer plays their ps3 copy and i have an interest in playing on my ps3. Is there any way i could use that disc to play with maybe a small activation fee or would i have to pay full price for a new copy?

Well you can use the game but you need a account of your own. If you want to buy an account, just buy a digital copy of the game which is cheaper than the physical copy.

That's what you pay for when you buy any game or software- the right to use it, not the physical disc itself.
You'll get an extra 30 days also when you activate a new platform so it's not quite as expensive as it seems
