Are you using Circle of Scorn? My typical starting rotation is:

Fight or Flight
Shield Lob
Flash
Circle of Scorn
Flash
RoH Combo Target 1

Then depending on the number of targets and how quickly things die I cycle targets and continue to flash as needed
