As it currently stands, the enemy list is only populated by enemies against which you have incurred hate.

In a party situation, DPS classes need to incur hate on each mob before the enemy list becomes populated and efficient (in helping targeting). Tanking classes, healers, and AoE attackers do not feel this since they incur hate on everyone immediately.

I think this goes against the utility of the enemy list, and at least in dungeons, if should be shared by the entire party. This would make targeting easier and seeing information about the battle more efficient, which would seem to be in line with the idea of the enemy list.
