Correction: It's SE because everyone does get the issue (.1 second delay as stated by Yoshi, can't get higher up than that), and the degree of it is the only thing that varies. There are a vocal few that keep denying this is the case and instead blame it on the user end even though the issue can't be found in literally any other MMO in the past decade (we're including dial-up in this).

To the OP: It does suck when it happens, and what's aggravating the bad coding choices can sometimes be helped through various methods in other threads (updating your computer/router/modem/ISP). Sometimes not (there is throttling from some ISPs taking place, and sometimes it's just bad routing, not much you can do here). Ultimately it won't go away completely until SE fixes their stuff, which will likely take millions of dollars because they'll have to rework their entire networking code. For now, the work around for most is to memorize patterns and pre-move. Casting a spell once out of an AOE seems to work for some as well.

No. Everyone experiences it to some affect. It has to do with server side recognition. It takes time for the server to recognize any input you make. What you see on your screen isn't exactly what the server sees and it isn't lag. The thing is people get around it. The delay is only .3 seconds without lag. This gives room to avoid aoes. If someone has really quick reaction time they're not going to notice it much.

Because SE don't know how to netcode.

If it is your isp, there are threads to show how to check it, try a VPN service. They have helped a lot with this issue, and while it sucks to have to pay extra for one, it's practically necessary for some people in certain endgame fights.

I had the same problem , with a 100M internet ... i had to try like 15x the story Titan ...
Then , i seen many posts about VPN , tryed it and everything is fine now .
the problem is that VPN are usually with a membership , like 3$ / month .
    (i use Pingzapper )

I've adapted and started moving before the red lines appear, also moving out and then inside or casting after you get out seems to help; so I rarely die to it.

Doesn't makes the issue non-existant, though. I'd rather be able to react to things as they happen, not have to do silly rituals and get hit while in the line, not several meters away from it.

Just to add some fuel to the fire:

My girlfriend and I both play from the same house. We have a PS3 on WiFi and a PC connected directly to the modem. We get the same issue whether one of us is playing or both of us and it happens on both machines.

The issue is more easily avoidable at certain times than others, but it is always there to some extent. We have a 50mbps connection, not the absolute greatest but more than enough. Our ISP is solid, no throttling, and our connections to the server are always less than 100ms.

The PC gets 60fps all day, every day in ARR. There is no graphical lag. There is no computational lag.

This is not an end-user issue. Sure, SOME people may be able to reduce the effects to some extent by changing things on their end... But this "issue" can not be fixed entirely by anyone other than SE(if at all).
