2. Items were mailed from Hiroe Selis to Cielle Defire using Delivery Moogle
3. Upon receipt, the items did not have any affixed materia

Did you took your attachement? May sound strange but when you roll over the items in the attachement, the materia do not show. But once in inventory, you will see that the materia are on your items.

Good call, she was afraid to take them out of the letter so that there was no confusion with GMs. Once she took them the materia showed up. Still seems like a bit of a bug though. Thanks for telling me that!
