Parry Stat Not Listing DEX Contribution

The in-game tooltip when hovering the mouse over the DEX attribute claims that it contributes to the Parry stat, but no matter how much DEX I add, the listed Parry amount stays the same.

I just attempted to affirm this in-game by removing all gear but a weapon that has no attribute bonuses, and equipping item-Level 60 and 65 Bard gear (primary attribute Dexterity). In this way I added over 110 points to DEX with NO INCREASE to the listed Parry amount at all.

I'm not sure if this is working as intended, but if it is, some sort of explanation on how this works would be nice, as it's extremely difficult to tell how often Parries occur in the first place.

I think it doesn't directly affect the "parry" stat, but when used to calculate how frequent you parry, DEX stat has it's own contribution to increase it.
