Which is better for white mage before relic? doesnt seem like a lot of shields...

The wand from Garuda is a bit better because you get an extra 3 base damage, which is probably the biggest single determinant of your healing output. The weapon's secondary stats are a bit lower than Ifrit's if I remember correctly but are not bad at all when paired with even a level 40+ white shield.

Either will get you through Titan (I did it with Ifrit's personally), but if you already have Garuda's you could try farming some WPs hoping for the Darklight shield.

There's a low abundance of shields. The best shield we can get currently is the level 50 one from Wanderer's Palace, and even then people struggle to get that.
Rather than suffering to acquire two bits of gear, it'd be easier just to get one - especially since you'll replace it with the relic quickly.

You could get the shield from your GC which is only lvl 45 but it will at least fill the slot if you are desperate and didn't get the WP Shield yet

I got lucky and got the shield from my first ever WP run. Now just waiting to get the wand from my GC!

This. +3 Magic damage is I believe equivalent to +20-ish MND. Just grab the GC shield, it is cheap.

Haha, I didn't even notice the garuda weapon was a 1hander at first..it was for like a week that i realized and just happened to have the WP shield in my inventory.
