is it just you or others? i only have this when i got or was going to get DC'ed out of game... ><
otherwise i have never encounter this. beside my ISP today sucks.. 10am poof while im in BCoB, and now is 2:25 am, still no connection <_<
There was a thread about it awhile back.
Some guy created a video where he could cause abilities to activate, go on cooldown and nothing happens. It only seems to happen with Cooldowns, rather than abilities on the GCD.
I only have this happen when i have BAD connectiviy and frequent DC'ed which is "very rare" during my play time. and when it does, is actually my ISP.. so i can't realy say anything, because the culprit is my ISP anyway, so.. im' very sorry and sympathy about your problems and several few others.

I've never had this problem. Sometimes it takes "long" to activate, but it always does.
But wasting Hallowed Ground and doing that full cast Raise after a Swiftcast, all the time.
Why the netcode issue exists, and why it cannot be fixed.

It's a shame really. This is the exact reason I quit SWTOR. They had a terrible engine and it always had communication problems with the server, causing "GCD rots" where the animation would play, but nothing actually happened.
Looks like this game is falling down the same path.
You can replicate this by,
1. Using a skill
2. Using the Off global cooldown skill
3. While the Off global cooldown skill is activating, smacking another skill (albeit very quickly).
Slow down, wait for about .5s~1s then proceed.
I've read that SWTOR actually eventually fixed those issues, or mitigated them quite a bit. It's starting to look like that won't happen with this game, seeing as how they keep dodging these huge topics about it, and someone with a lot of technical know how in another thread said it's pretty much not gonna happen without Square investing a LOT of time and money into the issue.It's a shame really.
