Cannot interact with NPC Ignemortel for main quest Factual Folklore

This guy is bugged out, people can't give him the quest item. Which is making it impossible to continue the main quest!

Ignemortel is not accepting his steak! All attempts to talk to this NPC are ignored.

This needs to be addressed ASAP; we can't continue with the story quests otherwise.

This is pretty ridiculous. Apparently this happened 2 months ago as well. There's not a lot for me to do at the moment and I'd like to finish this. This is kind of a big deal being it's for a main story quest and is affecting the entire server. It's only been 2 or 3 says but still. It's always something. What are we paying for? I bet if this was a Japanese server it would have been fixed yesterday.

I'm having this same problem. I submitted a ticket twice. While my S.O. was able to get assistance regarding other issues rather promptly, both my tickets have not been addressed so far. Please help. I would hate to have it so I can't complete my main story quest simply because a guy decides to go vegetarian on me.
