They managed to adjust them all the way from Lalafell to Roegadyn. Male/Female differences are trivial compared to that.The original model was essentially 'ported' you could say, over to the XIV engine. Only a slight mesh deformation to fit the varying male body shapes was possible in the time that they had.
To make the snow outfit for female character it'd require a fair bit of work, the same for the lightning outfit for men, for the sake of development time they had to just keep it Male/Female as it was originally intended.
