Clarification on FFXIII PS3 copy item code for Asuran Armgaurds

I managed to purchase a band spanking new sealed copy of the PS3 edition of FFXIII (I used to work at a Play N Trade and I have a few friends that work at the local gamestop so occasionally I call and ask if they have a copy of <insert rare game here>).
The Ps3 1st run edition came with the item code that is a 16 digit code (on the leaflet), it currently cannot be registered on the square Enix members site, and cannot be redeemed in the mog station. My question is I have heard conflicting stories from Square Enix help. Square Enix chat told me they were re adding the feature to redeem codes in the Square Enix members page. I called the FFXIV square Enix chat support and was told that the 16 digit code was invalid as the old site where you could input the code was no longer available. I think I also read somewhere that the S.E policy on this the onion helm(which I have), garlond goggles, and Asuran Armguards codes did not expire. I would like to know exactly what is going on.
