    Why doesn't skill speed work

    With cool downs? I understand the concept of a reduced GCD but it seems to me all jobs would greatly benifit from skill speed reducing cool down timers. Got +50 skill speed? Take 5 seconds off the 60 second cool downs, 10 off the 120 second ones, 15 off the 180 second cool downs ect ect.
    Would there be something game-breaking to have skill speed bonus work this way?

    did you test it ? what did you test ? what is the proof to prove it doesnt work ?

    I dont claim that I know how it work but what is the point to say it doesnt work when you dont know how it work ?

    and I am not sure if it is work on CD or GCD, barely notice anything different, cast speed is another story

    I've not tested anything, but I will say no matter how much skill speed I have equipped my cool down on hallowed ground is always 420 seconds.

    it doesnt need to change the skill discription to take effect, if we assume it work on CD. Some game make it this way

    It reads "skill speed", not "cool down", so it works as description.

    However, whether or not skill/spell speed need a rework - probably slightly buff, I prefer, is another topic.

    Considering how powerful some cooldowns are, yes it would. Though right now Skill Speed has such a minor impact it still probably wouldn't be worth stacking.

    You're arguing semantics. In this context "cool down" and "recast" are exactly the same thing, just different terminology. SE uses Recast, other games use Cool Down, both denote how often you can use the ability in question.

    It is skill activation speed, and in some cases affects global cooldown; it does NOT affect individual cooldowns. Mouse-over a skill so the tooltip pops up. Most melee skills have a 2.50 second global cooldown, most spells have a 2.50 second cast time. After applying speed modifiers you'll find it'll be down to like 2.47

    Skills with "true" cooldowns, Vs global cooldowns are unaffected by speed modifiers. Fundamentally the speed bonuses are so minor as to be irrelevant anyway though due to the GCD system. In order for the skill modifier to make a meanginful difference you need to clock up around 2.5 seconds worth of shaved time. if you're only shaving 0.03 of a second off each skill activation, it's equivalent to one additional skill activation every 83 skills in a single chain - ie. 1 extra skill activation every 3 and a half minutes
