Well, 2 things about that though:

Where do i get regional guildleves?

How do i get to the major cities as a lowbie, without getting aggro? And is it worth it to spend all that time running between the cities, as opposed to just grinding mobs?

It depends really. Initially you will have to make the run to each of the three cities. Stick to the roads and use your map. From Ul'Dah head East to get to Black Shroud and Gridania, head West to reach the docks which heads to Limsa Lominsa.

Ocne you attune to the Aetherite at each city, you can teleport between them. Greatly shortening your travel time. Always be sure to attune to all Aetherite camps and nodes you encounter. They are your key to getting around quickly.

Regional Guildleves are available from the same counter that you obtain Battlefield guildleves. Local Guildleves are available from the NPC beside that one.
