Geforce 690 setup here, fairly similar setup to yours minus that both GPU's are on a single PCB and that I'm running a Dell 30" 2560x1600 display.

Anyway... Generally I get perfectly uniform scaling between both GPU's of the 690, yet I've a hunch of what's happening. My apologies if you've already checked this and or if it sounds obvious.


--Is there any chance that you for some reason switched to fullscreen-windowed mode in order to show applications ontop of the game Window while playing? If you have, that's the problem.

(I get basically identical load to what you've shown if I pick any Windowed mode selection)



SLI scaling in windowed-mode is terrible compared to true-fullscreen (not just in FFXIV -- in all games), and can / does cause exactly what you're seeing [30-50% usage of the second GPU (while said second GPU is running at reduced clocks), with 100% of the primary in use].
