Are you trying to make him hate the game and quit because FATE grinding at level 36 on your first job without the 50% XP bonus is a sure way to do it. Unless he doesn't mind leveling up at the expense of having fun of course.Two hours a day?
Go to the major fate chain areas, at your level it should be Corethas, join a fate party. Spend the full two hours there, when not doing active fates, take your party to an area where there are a lot of monsters and kill them until a fate pops (Monsters must always be above your level). DO NOT WAIT IDLE AT THE AETHERITE LOCATIONS! You should always be trying to earn EXP during the times and going to FATEs as they pop.
If you are seriously not gaining at least one level per session, sometimes two or more, then you're doing something very wrong.

He's got 11 levels to go, and a little under a month to hit 45 and do the last mission in it. Sometimes, you just stick your nose the the grind stone a while and get the rough stuff behind you.
Otherwise, he can level at his leisure, knowing he's got until Feburary to get to level 45. No real excuse there. I'm lucky if I get a full two hours a day an I hit my first fifty not long ago. (Though I'm one of those odd ones that don't mind doing FATES, so long as you do something in between them.)

*shurg* Why should all event content and rewards be restricted to level 13?
We don't know if the equipment gear is all restricted to the quest alone. We don't have the full event in front of us. Maybe the Lightening outfit comes out near the end to be purchasable through the Otherwordly items. We simply do not know. IF it doesn't. I can agree that they should be.
I do not agree that the Lightning content be low level only because some people haven't leveled yet, that punishes high level players.
