Go to Character Configuration > Hotbar Settings > Sharing. In the "Sharing" window under "Shared Hotbar", the only cross hotbar that needs to be ticked is "Hotbar 1". Everything else must be UNCHECKED. After that just follow everything in the OP and it will work. Please include this step in the OP to avoid further confusion.
