In a word... yes.
Earlier I did some testing of Flash vs the RoH combo to get a feel for Flash's hate potency. I should redo those tests soon to take into account the "supposed" 2nd tank hate boost effect... but anyway.
In Shield Oath, a full RoH combo is 2050 hate potency (potency * hate mods).
Also in Shield Oath, Flash is roughly 427 hate potency per use on every mob. So it takes about 5 Flashes, to equal the hate of an RoH combo, which itself is 63% backloaded on the actual RoH hit.
So on 6 mobs, as you said, a full RoH takes 3 gcd's and gets you a grand total of 2050 hate potency.
3 Flashes take the same amount of time, and get you 1281 hate potency on each mob, for a grand total of 7686... So yes, find a bard, tell em ya need manasong, and FLASHFLASHFLASHFLASHFLASH... Fast-Riot-FLASH... throwing in CoS when available, and when there's 2-3 mobs left, just Fast-Riot to get your mana back up for the next Flashfest.
So... kinda boring? Yes. Effective? Yes.
Yeah, spamming flash is unfortunately the best way to hold aggro on many mobs. What a lot of Paladins do not know is that STR greatly affects flash potency so getting some HQ melded accessories will help a lot.
When doing large pulls I usually open like this:
Some sort of Mitigation CD > Flash > Fight or Flight > Flash > Bloodbath > Flash > CoS > Flash until MP is gone then tab riot blade combo through the group until dead and use CoS/Spirits on cooldown.
If it looks like I'm going to lose enimty I flash a few more times but usually a full MP bar is enough until stuff dies so I hold onto the MP I gain while tabbing riot, I don't need a MP song.
*About Strength: Does strength affect flash at all though? I know that I would hold more aggro during my damage causing combos, but flash? Will more strength and flash spamming hold more aggro than someone with very low strength who spam flashes?
Yeah I never have had problems until I started doing speed runs and turn 4. I thought it was my ridiculous dps blm friend that I run with, but the other tank I did T4 with seemed to have held aggro better, and I have 4 better pieces of gear (including more strength). But I dont have an awful time with hate I just lose like a mob or two and usually get them right back. I believe its the fact that I hesitate a bit between flashes in hopes of conserving mana, so Im gonna hit some speed runs real quick and just spam like theres no tomorrow.
I'm only on turn one, but I do a lot of speed runs.
Hesitating between flashes for a mana regen tick won't net you much mana, and you want to front-load aggro anyways, since it does not decay.
Str does effect Flash potency - Think of it this way, if Str/Weap damage DIDN'T effect Flash potency, a lvl 50 PLD in ilvl45 gear would have the same Flash enmity as a i90 PLD with Relic +1. It would be WAY OPed on the i45 PLD, and super underpowered on the i90 PLD. And we all know that that's not the case.

Ya during my 10 min WP runs I flash, circle of scorn, spam flash until OOM and I do my riot blade combo to get mana back and flash as soon as I get more mana. I like to start using riot blade as the mobs are nearing death to have enough mana for the next group. It helps with mana when bard is using for requiem and white mage is using holy, you have to properly use your cool down as a paladin I order to maximize aoe dmg from your party members, the faster they die the less you have to worry about aggro issues. Once ads are dead I better see the makes ballad Bards! Lol
