Loot distrobution is bad on coil turn 1 (possible bug)

Can confirm after 7 or 8 weeks of my group doing it that loot is not split evenly between chests in atleast turn 1. There does not need to be 4 possible pieces in one chest while the other has 13, this is not random when it has been this way for every group that has commented on it for weeks.

We have seen the same caster ring every single run except for twice now where we have gotten a dragoon belt and then aiming bracers the other 2 weeks.
