Loot distrobution is bad on coil turn 1 (possible bug)

It's amazing how many people are trying to compare a real problem like this to RNG in AK

In coil each boss drops 2 chests. one of the chests has a loot pol of like 10+ items while the other has a loot pool of like 4
making the actual loot distribution way off, I'm sure each one has weighted drops but even still 4 item options will run out of usefulness long before the 10+ no matter the raid makeup
In AK it just seems like a problem because each chest has like 20 drops

don't think anyone's seen the caster shield either which is a bit weird since without it the allagan rod is a clear downgrade to stardust+1

I don't understand why this is even a thing. Why was it designed this way? What was the logic behind it?
Each turn should have a set loot table and any chest in that turn should drop a random item from that loot table, regardless of which side the chest is on. If it means two identical pieces dropping on occasion, so be it. This is ridiculous.
