Just because there is a minimum iLevel requirement doesn't mean a player can't say: "You are not in the best gear so you automatically didn't contribute as much as everyone else in the dungeon and therefore will not get my MVP vote."
Yeah and they'd be within their right to not give you their vote.

think of all the people who wanted a boot system and the atmosphere in reverant troll. The amount of players who would boot you for AK gear or half darklight or no relic is huge, even from posts on the subject, everyone who wantd the boot feature was because of player gear minorly unacceptable, which is why SE (making the right choice) did not put in a boot system. But these people who would boot you because of gear, you can assume would not vote for anyone as mvp who did not meet thier rediculous standards.
If you look at it from a different perspective, how about me not running with friends, so I can make MORE friends? Just sayin...Then that would foster an atmosphere of solo playing only (running dutys without friends) so you can get a reward, which is another reason why you shouldnt have this system. If you cannot get a reward if you run with friends, that too is ANTI-community. Why have a system like this at all then?
We are not getting a boot feature. We are getting a MVP voting feature, which as has been mentioned, can't really be rigged or abused. The worst you can get is not getting the vote, the best you can get is everyone voted for you. It's a no-loss situation. It's not like you are losing points for not being voted. Voting does NOT kick you out of a dungeon, or suddenly make it so you can't roll on any loot. As has also been mentioned, you can't vote for friends - so people who go partying in Mor Dhona would most likely not be able to vote for one another either. This is Square's way of encouraging people to go out to meet, talk, and play with new people, or even people from other servers. It's the same as in sports. Taking football (some of you might call it soccer) as an example, you're not going to benching Messi because he did not get Man of the Match for one match...
Also this is all speculation. Perhaps, wait till it comes out first, and then judge it?

MVP stands for Most Valuable Player - it's an award for performing exceptionally. That's it. If someone doesn't feel you performed exceptionally - then they won't vote for you and that is their prerogative or pejorative.
I think this will be a great system. There are going to be exploits and naysayers to any new thing introduced, but I can see this being much more beneficial as people will learn how to play their roles to become better members. MVP FTW!
