Npc main quest bug

The npc Isembard in Eastern Thanalan has a main quest. im 100% sure that i meet all the requirements. The npc does not give quest to anyone else iv seen around we have sent multiple reports and still nothing. The npc just stands there when we try to speak with him, nothing happens. Please are you able to do something about this?I lost a day of my subscription cause of this

Steps on how it occurred: Spoke to Thandrec received instruction to speak to Isembard.
Actions taken: Restarted client, submitted in-game bug report
World: Sargatanas
Character: Kalyra Aegwynn
Class/Level: ARC 20
Purpose of Quest: Primary story progression quest
Additional information: unable to progress in primary storyline, my only option is to level alternate classes but I am unable to continue in the storyline up to and including gaining the mount ability, choosing a Grand Company and generally enjoying the game.
