Id rather a tiered appearance on PvP sets, rather than tiered stats. Get a basic set, earn currency via PvP to make it look better. PvP needs to be about skill, not who had the most time to grind up the best set.

If you mean a system by which players are separated by PvP ilvl, then what does getting higher ilvl pvp gear even mean? You'd be doing exactly the same damage to a player in high level pvp gear (assuming equal gear) as you were when you both had lower ilvl pvp sets.
The higher player damage gets from base stats on the gear, the higher the defensive base stats needs to get to prevent a one shot.
PvP needs to be about personal skill and teamwork. Not about who has the best pvp set. Improve appearance, not stats. Let everyone know you're a PvP badass by looking amazing, Not by having better stats than the other team.
For example, if the Darklight appearance was for base pvp sets and the Coil appearance was for skilled players, then when you see someone in that gear you think *wow they must be good!* and not just *wow, they must of grinded a ton for that*
An ilvl progression system on pvp gear means there needs to be a reward even when you lose. Kinda like WoW pvp, where the losing side gets half as much Honor as the winning side so that even in defeat they can still progress their gear.
In a world where the only improvements to your gear was cosmetic, winning a match becomes a goal worth working towards, not like in other games where you can AFK your way through a hundred pvp rounds and STILL buy the best gear.

because being viable in pvp with gears earned in pve or the other way around is retarded on over 9000 levels.
work and earn for your gear(raids, rated arena), or go play single player games

pvp is supposed to be fun like this game was.. but it wont be.. because much like the pve portion to do anything is just a gear check. but that's fine lets make the entire game identical to wow.. which is losing half a million players every 6 months.. good idea. I thought they wanted this game to flourish but its a cash grab scheme same like a Korean mmo

Rating = win%, not grind.
They could still have a win/loss bracket system so people of like skill play against people of like skill.
Theres still room for abuse in that system though, especially with a progression based gear system, it's easy enough to tank your rating while super well geared and decimate the unfortunates who just barely got started.
That sort of system exists in WoWs Arena brackets. Didn't stop full S3 Tournament winners from disbanding a team and making a new one with a low rating so they get matched against fresh 70s back in Burning Crusade.
My point is that ilvl tiers of pvp gear is pointless. Having one set that upgrades cosmetically (This could be done by accumulating Win Tokens and turning them in for the next better looking set), with a DF that smart matches you with players of similar win percentages is the way to go.
Wow this is news to me, the pvp in wow sucked for some reason. I enjoyed the crap out of it.
In vanilla wow you could be the best in battlegrounds with gear from blackwing lair. I used to be king with my pve gear and then they introduced pvp gear. And after that, my pve loving person kept losing to the pvp oriented people. The way is meant to be.
After that, you could only buy gear for your rank. We pvp'd the crap out of that game and got to marshall. (no sleep and multiple people taking turns with one character) It's not fun like that. After they introduced the badge of honor system it's a lot better. You may not like it because you like to torture yourself but for everyone else it rocks.
