While good gear correlates to skill poorly, poor gear correlates to skill even worse. One way to think about it is that whoever you get is probably not going to be very good, but a bad player with relic+1 is still a better player than a bad player without relic+1. Unless you're so good that you don't care who you run with, it's not necessarily a bad idea to enforce gear constrains. Of course, a lot of time you're just wasting your time, especially if all you're doing is WP, but each person have their own tolerance of how much risk veruss how much time they're willing to spend to put together a group.
