Really... it's quite silly. If the option to "lock" certain keys in place has been hard coded into FFXIV... well then I believe we have far greater things to worry about. Give users the ability to fully customize their gaming experience... especially when it comes to a minor issue such as this one.

What is worse is some keys cannot be mapped whatsoever. Try mapping the z key or any non-alphanumeric key...
In FFXI I moved the camera keys slightly to the right since my hand hovers closer to enter instead over J. Couldn't do that for FFXIV since those keys are not mappable.
I won't play games that don't have "good" setups for using controllers.(This is becoming less of a concern, but I still look into it)
And like others have mentioned, regardless of control method, you should always allow people to change the controls. Should be automatic for any game.

There is no reason this cant be done, it used to be in Alpha and its in XI and can be done in just about every other game out there except XIV because XIV has to be the awkward one.
The fact that the game fails on stuff that every f2p MMORPG gets right confirms that Tanaka had hipster cat in the damn payroll.
Camera arrows? Too mainstream!
