Maybe the rewards are only for the first chapter as it seems a bit odd that the items are all lvl 13 which is what level the first chapter is at....

as they wouldn't want to give everything away about the rewards if they really thought about it

It might be that all the items are level 13 because they're from a FF13 promotion.
I really think they were done with vanity slots in mind. Too bad that last we heard from SE we're nowhere near actually getting the slots to use all the vanity gear that's eating up storage space.

I guess we gotta wait until 2060 when they release FFL (Final Fantasy 50) before we get any gear for our current level cap.

Alright, I'll bite.
If my guess is correct and they stick to the pattern and we get more FF promotions as games are released then yes, it might take until FFL before we get a FF crosspromotion that awards vanity gear that requires level 50.
Please look forward to it.
And hey, unless they find a way to crosspromote FFXIV with itself [Promoception?] we've got level 14 out of the way already! ;)

I think they are level 13 because Lightning comes from Final Fantasy XIII
