Compare:
Previous posted macrospam at 20% or less nets you the following:
ME -> BL -> HS -> no oGCD ability (unless BL resetted within the last 2,5s) -> HS
= 5 actions possible, only 4 Actions used due to queuing filler oGCD abilities right after one another
Manual play nets you:
HS -> ME -> HS -> BL -> HS = 5 Actions possible, 5 actions used.
You even might want to use Bloodletter before Misery's End, if delaying Misery's End will not end up in you getting 1 Misery's End off less, so Bloodletter has an actual GCD more to potentially be refreshed.
Every time you use 2 oGCD skills one after another you are likely giving away one potential action that could have been used between GCDs and thus would have acted as a FILLER instead of blocking a normal GCD ability because you WILL run out of oGCD abilities at one point shortly after, even with the use of Repelling Shot and Blunt Arrow.
Only time i WOULD consider to keep Bloodletter at CD is if i had popped Internal Release and the dots are likely to just keep on resetting Bloodletter or if i dotted like 3 or more targets.
Regarding the stacking of Blood for Blood, Raging Strikes, Internal Release, Barrage and Hawk's Eye:
Flat damage modifiers like BfB and RS stack multiplicatively, if you do not believe it, do some target dummie testing.
The dex modifier should always stack multiplicatively, because dex is used to determine your damage before anything else is applied.
The crit modifier stacks with any flat dmg modifiers and any dex modifiers multiplicatively no matter how it's coded because it makes your actual dmg dealt crit more often, so more actual dmg leads to higher crit dmg.
And Barrage stacks with all the above mentioned just because it multiplies your attacks after everything is already calculated.
Best rotation for them, in my opinion:
GCD Skill -> Hawk's Eye -> Blood for Blood -> GCD Skill -> Raging Strikes -> Internal Release -> GCD Skill (usually Dot#1) -> Quelling Strikes (if you must) -> Barrage -> GCD Skill (usually Dot#2)
Hawk's Eye giving the least dmg boost with the dex available right now.
HE, BfB, RS are all at 20s duration, so they are nearly fully active for the full IR duration.
All buffs are fully active for Barrage.
You apply both your dots with full buffs.
