So in the event you get a River of Blood proc, ADS cast High Voltage you press Blunt Arrow you will miss that last River of Blood proc and if casting another GCD skill and then it should be 3 seconds pass and a next tick will happen if that happens to proc River of Blood although in your scenario you may never know, you have effectively lost 2 River of Blood Bloodletters.

There is no wasted off GCD skill, that's just stupid talk. See it this way for every Bloodletter full CD with no River of Blood proc the later you press Bloodletter the lesser Bloodletter you get. Same applies for Misery's End.

That s quite odd if I place 2 secs the next command WONT GO, about silence yes you can use Blunt anytime since it ignores GCD, that s why you have to pay attention to the mobs movement, I think were aren t misunderstanding it s not like you press a macro and don t do anything else, Each time that 2.5 wait appears I m using a skill that ignores GCD like buffs as soon they are up or ME along with others. You can cancel a macro command with a normal hotkey command anytime as long it s after the animation and it happends the same if you don t use macros.
