Ok here is another brain teaser-

I can currently give up 14 Vit for 14 strength to reach the 405 Str. Would it be worth it?

If I remember correctly the stat tiers may have shifted slightly since that testing (Phase 3)

But if you have a respec to burn, you could try unallocating all points, then putting one point in at a time into Str until your block/parry rate changes (just let a weak mob hit you until you block, and note the number mitigated). Personally I'd rather keep all my points in Vit, and use Accessories to hit higher Str Tiers if I ever need to (4x HQ Gryphonskin accessories and Rosegold Ear Cuffs + all-i90 armor = 406 Str for a Seawolf PLD)
