I think the separate JP and NA/EU maintenances are if they work only on the hardware.
For the software they do the maintenance for both JP and NA/EU

My memories are cloudy... but if I remeber correctly, even if you guys have datacenters over at your side of the pond, most stuff are still located at Japan.
Think of it as not like locatised mmo, where each region have its very own unqiue environment.
The local datacenters are nothing more then a bridge, to send data from JP.
It's done from Japan, therefore they work in Japanese business hours. So your statement does ring true for Japan and any countries near that tmiezone (i.e. SE Asia + Australia + NZ). NZ and East Coast Australia do get a little bit put out by the maint as it usually finishes after 8 or 9 PM.If that's the case there's no massive intercontinental time zone difference to wade around, so why do they put maintenance times where they do, rather than in the lowest traffic hours of the day when people are usually at work/school?
SE doesn't say what goes into every maintenance. With security patches and RMT as an active adversary to combat, there's little surprise there. However at some point they'll roll in the Lightning/FF13 content so they can do final testing before flipping the switch to make it go public.
But but.... Americans think they are the only ones playing this game... They are the world remember :O !
