i wouldnt be opposed to having the message somewhere on the ui or in one of the menu's as i agree it takes up alot of the chat log, especially if you hit physical surplus and class.

As to the skill skill issue, its more of a comma issue than wording issue
You earn reduced surplus archery skill, skill points due to fatigue
