It is most definitely the result of people connections. However, the reason games like WoW play so smoothly despite this is because they delay their movement checks per player by the latency between server and client. There's a limit to the delay to avoid abuse and/or complete desynchronization between players, but enough room for most people around the world.
I think people are irritated with being told (by people other than SE) to go jump through hoops to make a game that they pay for work well when they do not experience the same set of issues (or any) in other games. I don't have much of a problem with lag in this game, but I can tell you that if I did, I would be willing to submit a ticket to SE, but I'm not going to sit here and play liaison between SE and my ISP for hours/days/weeks to try and resolve it. It's not worth the effort. SE needs to break radio silence on this issue one way or the other. Even if all they do is make another RFI thread for people to dump traceroutes and pathpings in, they need to address the community.
Fair enough, once again I just want to say I'm not trying to place blame on anyone. It's not, its the result of your server-side position updating when using a skill, which can be a pain to re-update outside the aoe for casters (need to use instant, need to have a valid target for it, need to use before aoe resolves).It is most definitely the result of people connections.
1. Check your PC= (general advice for average computer users and those who think the videocard is the problem, most average users are to hard headed to do these steps and is what will be the basis of most problems)
Ensure you have virus protection THERE ARE GOOD FREE ONES!
Run Malwarebytes free
Run ADWcleaner free
Visit http://www.malwareremoval.com/forum/ if you have questions
2. Check your home network/wifi
Connect with an ethernet connection straight to the modem, (requires modem restart) test AOE dodging/ping
Check your ISP if problems still persist
Call them and talk to them about your latency. They will give you a general modem checkup/check your settings/run a tracert and possibly identify something that they can fix.
THEN blame Canada.

If you are inside the red lines at the end of the spell cast you are going to get hit !!!!!!
Yes there are times that lag or whatever occurs that affect this, which isn't SE's fault.
And yes they could have coded it better so the red lines disappear at the end of the spell cast, which is SE's fault.
But it is what it is, move out of the red before the cast bar reaches 100% and you'll get hit less often.
If you're not inside, but cast a spell or skill while inside the red lines (even if you started it before the red lines appeared), screw you, you're going to die unless you can, somehow, recast a instant spell when outside.It's not the red lines disappearing that determines whether or not you get hit.

If lag causes people to get hit by AOEs when they are out, then why is that not an issue in any other MMO that's come out in the past decade? Lag contributes to it, but does not cause it. I wish people would quit confusing the two :/
Sorry, should have been more specific, the mobs spell cast not the players.
