There IS a delay, nobody is disputing that, but if you are out of the red when it finishes casting, you WON'T get hit. If you are, then you need to troubleshoot your connection, or get a better one.

Tell that to the JPs who are also having huge problems with Titan HM and others, just like NA/EU players. Ignoring this fact means your conclusion as to where the problem lies is always going to be wrong.
