Can't shout tell yell till main story 10,
Can't shout till 1 real life day has passed.

I could support locking player's out of tell until they clear their lvl 10 story quest, but shouts not so much. New players need a way to request help/advice, and shout is generally the easiest way to do it.

An early level lockout on Tells however would at least constrict RMT advertisers to individual zones, instead of being about to freely spout their garbage across the entire server with one bot.

But level 1 to 10 main story basically walks you thew step by step.
