lots of other games do it so why not make it so a player you can not use shout or yell until after level 10 or even 15

I know this is utter madness. But there's another thing other games to, well, ok, 2 things:

1) Have GM's hanging around in street clothes to catch the /tell spam! (yeah street clothes means, not "I am GM somebody" and not some level 85 superdude that can't even be found by a player search)

2) RIGHT-CLICK -> REPORT SPAM - this would ostensibly copy the block of offending text associated with the name in the chat box AND add it to a bottomless blacklist that we wouldn't even be able to see (yeah it won't fill up! And we can't even delete them, Never EVER hear from them again unless a SE investigation proves it to be a mouse error, or some such other extraneous crap like an annoying troll, then SE can remove them from that bottomless blacklist!)
