Make sure you have the game set to Full Screen, not Borderless Window or Windowed. And make sure the game's resolution is the same as your monitor's native resolution. Finally, make sure all your drivers are up to date.

Your hardware is a decent mid-range spec - you should be able to get a playable frame rate on Desktop - Standard. If you can't, something else may be causing a problem.
I've tried that already, and its not working. I tried Fullscreen, with my monitor's native resolution with all the settings to LOW (yes, i lowered everything possible) and still its not fluid. I even put my antivirus to game mode

On this old Dual Core XP box (built in 2009/2010), with a little tweaking, XIV was keeping a good 30+ FPS just about everywhere I went with that card. Just dropped in a 5870 and now it's holding 50+ just about everywhere with the same game settings and stock clocks.

A few things to look into:

In your CCC panel, make sure you are set to performance and/or application on all your settings. If things start to get hot in the case, you may need to go into the Overdrive section while in "Advanced View" and click the Key icon to unlock the clock controls, then enable Fan Control and manually set it to 50% or something. Wouldn't mess with the core and memory clocks unless you know what you are doing and have your rig set up with good cooling--it's real easy to get too aggressive with those settings and crash games if you aren't careful.

Now, go into the FFXIV graphics settings and run it with the Standard Laptop profile. This disables a good bit of the eye-candy features that may be stressing the card. Then, go in and disable a few more settings to free up some more FPS:

Hide all shadows (self, others, etc.)
Disable Cascading Shadows
Disable Glare Points.

After that, most anything else you change may give marginal FPS gains at best. Can test toggling between Aniso/Trilinear filtering and such, but may not notice much difference in performance, just quality. Lowering Shadow Quality may help a bit, but it can cause a bad shimmering effect that may be too distracting. Grass settings may only help in certain areas, but you can hide that too to see if it helps. If you have the 512MB card, might want to toggle the option to limit LOD cacheing--think it says something about only using it when necessary. This should keep a little free memory available for when it needs to load new items. Otherwise it may hammer your memory space to <10MB free almost constantly, which may be a problem when a lot of players are on screen in FATE's and such.
Like i said, even on the lowest settings possible, i can't run it on Fullscreen. Even in window mode it needs to be at lower settings to run in smoothly. I can try to change the options on the CCC panel. Just give me some time. I'll try to upload this thread as fast as i can
