Sometimes they don't know if they are overclocked though. Most common with Video Cards (sometimes the "Extreme" editions and such need a slight "underclock" after they've been hammered a while), but sometimes things like memory get binned at higher speeds, but no longer hold up after they've been abused for a while. Components degrade over time.

It's often an easy thing to test on a built system--pre-built boxes from Dell and such, may not be an option. But it is worth looking into down-clocking things if it is an option.
