A quick problem that could arise with the many postings would be a conflict between large FC's, "report X Name everyone"Troll or not.... it's annoying.
What they need to do is redesign the black list so that blacklists are saved server side. And give use more powerful tools for black listing people. E.g. right click add to black list, etc. And when we black list someone it should pop up with a category that says "Why?" and we select a reason.
Then SE can run reports against the black lists server side. If someone shows up on many black lists as being RMT black listed they can auto ban them pending farther investigation. And this tool could be automated 100% running in the background every 30 minutes or so.
If the ban was only a ban pending investigation, and it becomes evident that it was an inappropriate use of the system (person was blacklisted many times, but only by members of 1 FC and no one else, and there's no evidence the account was hijacked or guilty of inappropriate behavior), permaban everyone in the involved FCs, and include a warning in the blacklist procedure that such a penalty is in place in the event of abuse.
Sure, 1 person is inconvenienced with a temporary ban, but then everyone in the guilty party risks losing everything over something childish.
