Except it's not. It really IS that way. You don't earn bonus XP by doing quests and such at Cap. There is only rested XP, which slowly accumulates when in a Sanctuary, online or offline. This rested XP is also, as we have said, a percentage of a level, capping out around 150% to 200% or 1.5 to 2 levels. It's not a fixed amount of XP. This is explained in game like one person said, and is pretty much the same way OTHER games do it as well.
Think of it this way, you got level 2 really fast.

You had 100% rested XP for one level,50 to level 51.
OR -one level from 1 to 2.
As you can see, the best way to use it would be at higher levels.
It's not a flaw in the game, it's how it was designed. Rested xp is a percentage of your xp bar, not a static amount. At level 1 your bar fills up a lot faster than at level 49. Using your rested xp on a level 1 job as you did, is a waste.
And where, exactly, were you waiting out time between your storyline dungeons and stuff, and where did you log off? Was there a big glowing crystaly thingy? Yeah, dude, that's a sanctuary. All towns with an Aetheryte, and your inn room in cities are sanctuaries where you earn rested xp even while logged out of the game. You do not earn rested xp by doing ANYTHING but standing in a sanctuary. You can tell that it's a sanctuary because of the little crecent moon icon near your xp bar, FYI. Next time you build up rested xp, don't waste it on a level 1 job. Now you know how it works. You got a tutorial entry on this the first time you stepped into a town with an aetheryte. You can go look it up in your logs ingame right now. Allowing static amounts would break the game, making it far too easy to level alternated classes up. Not that it's all that hard anyway. It's called balance.

SE doesn't want to 'force' player to log out with a lv50 class. Also if in the way you want this to work, it will be too much boost, since one overnight rest on a lv50 class may generate enough bonus exp to level a new class from 1 - 20.
The game is not design to let ppl rely on the bonus exp to level up, it's just a little extra help.
When 2.1 comes there will be more ways to level up but for now, sadly we have to do FATE (or you can use the bonus exp to do low level dungeon once a day).
rested bonus xp only applies to mob xp or crafting xp or mining xp. Quest Completion xp will push the rested bonus xp further (meaning it's separate), except when you are at a capped job it will not push any further.
It's designed as such since 1.0
It just means, You need to use you're rested EXP on your highest job beside level capped jobs. As you slowly level stuff up it's becomes more useful.
Commendations.
If I play dps I only give it out to other dps.
If I play tank I only give it out to healers.
If I play healer I only give it out to tank.
Only if they should be getting a commendation.
There are always exceptions to the rules!
It used to work that way in 1.23, if you gained rested XP at 50 it kept all your bonus exp and didn't instantly disappear even if you switched to a level 1 class, that's how I leveled most of my DoH and DoLs. Usually a week or so of rested lasted a good 15-20 something levels from level 1.
But hey ARR is perfect and flawless so there you go.

Not really, after all the first 15 levels are just a tutorial like Yoshi P said anyway, right? By the time you hit level 30 a week only gave about 2-3 levels at best and by 40 it only gave you 1-2 levels at most. It capped at about a week of rested XP anyway. Mind you it was still just an XP bonus so you still had to work to get it, only thing that didn't change.
