Can anyone confirm or deny that Tier V Materia is currently in game and can be obtain?

Me and a fellow FC Officer were discussing it this morning and I did not see it listed on the DB but he says it is locked, cocked and ready to rocked.

Has anyone obtained some or is it a 2.1 item?

He states that it comes from Vanya, Darksteel conversion.
