Character creation per day limit?

I thought I'd ask this here since I've been searching the web for hours and haven't found anything on this so I think it might be an error.

Yesterday at around 7pm I was creating characters. 6 in total, but I deleted one. Then the world I wanted to create on locked, so I decided to just make some the next day. It's now 7am (12 hours later and after midnight) and I'm getting error 3026 "You have reached the character creation limit for the day." whenever I try to create a character. Is the clock different? Will this reset? I'm not sure if it's intentional since I've never heard anyone talk about it before. (The world I wanted to create on is now unlocked, as well). I've also tried creating characters on various servers of low pop and EU servers, as well. (I was trying on an NA).

If anyone can at least tell me if this is intentional? That would be great. I can't find anything about it anywhere.

I'm not sure when the clock resets, but the character creation limit is an anti-RMT measure.

It seems that there have not been any further posts about this concern being an ongoing issue. Because of this, we are considering it to be resolved.
