Simple: laziness. Despite the constant yammering of players demanding hard, challenging content, inevitability most people will usually go for the quickest, easiest way of doing things regardless. It's human nature.
Unfortunately that leads to exploits and abuse of things like turn-in FATEs as you've stated. really, I prefer to avoid those kinds of FATEs and usually go for ones which are less congested, as it's more fun that way.
What are turn in Fates? like the ones with the goblins where you kill some, pick up some stuff, and turn it in? I see people do all FATES.. Except that one time in Coarthas I Solo'd a dragon until about 10% health 30 people showed up, and I bet they all got gold too!

I dislike FATEs for 2 reasons:
1) They give way too much exp, that the people the do FATEs all the time, are the same people that complain that they hit 50 too fast.
2) They aren't engaging, they are just zerging ( no thought process).
I love the rest of the game though![]()
I think maybe they mean, some people will just collect 2-5 pieces, turn-in, and run away. When multiple people do this, the item amount caps and the timer is set to like 60 secs for everyone else to turn in.
Instead if you take your time picking up more of the items, you get more exp...

I once was trying to do a turn in fate solo. Timer was down to about 5 minutes and then a bunch of people came and ruined my fun~! D:
On any turn in FATE 6 gets you gold. You could turn in 50 and get the same xp on completion. Because that's how those fates are designed to work. Not everyone who does fates are working on their next level 50. They might just be passing through while on a main story quest and don't want to waste time on you. Not to mention not everyone doing fates can get into the group that manages to tag every mob that spawns. The only alternative is to go for the completion bonus. You probably already knew this, but couldn't pass up the chance to shame the community while propping yourself up as a paragon of excellence.
fate grind with spiritbounding is not so badcompare solo monsters all day long.
Fate grinding sucks but I'll admit to doing it. Rewatched the 2nd season of arrested development on my other monitor while fate grinding yesterday and it made it bearable.
