Up to the time that or when.... Like someone said if i say until 8PM. Up to the time that it's 8PM.... it means until is at 8PM and not 8:39 or 9PM right?

If i say i will be working out until 8PM... finishing at 8:59PM would not fit what i said because that's more like 9PM am i right? If i told you that i will be waiting for you at the train station until 8PM, you will no expect me to be there at 8:59PM right? Then why do you expect that until summer means until september 20 11:59PM?
