What is the point of dungeon time limit?

I have yet to experience a dungeon that the timer has ever matters. I'm sorry you may not want to hear this, but if you are in a group that is hitting the timer, you should get that kick in the butt to say get better. You may not have been the weak link. But if you cant clear a dungeon in time. You don't deserve to get the last bosses loot.

The time limit comes into play only in rare occasions. I mean, how often have you personally reached the time limit?
