Yes it's bad by design, yes a lot of tooltips are inaccurate, yes instant abilities aren't really instant, yes there's always a delay, yes people still defend their favorite franchise.

I have the same issue with Benediction. Animation lock is one of the many issues with this game, they should of learned this after the first atrocity. I really don't care about seeing my character do a spinny twirl before saving the tanks life, I just want the spell to work when I press the damn button not 2 seconds after to see it activate on myself and then go on 5 min CD.

Similar things have happened to me with Benediction (the spell going on CD, myself or my target still dying), and strangely, normal healing spells. For example, I was trying to heal a fellow FC member of mine on a recent Titan kill who'd gotten in a bad way. They were at pretty low HP. Their combat log registered my heal for 900-something first, but a second later they took a couple hundred damage (significantly less than what I'd healed for, but more than their original HP pre-heal) and died. So the game effectively ignored my heal, even though it went out, we both saw the amount registered on our screen, and the damage happened after.
The delay on all instants is pretty absurd. Nice, I pressed stun. I pressed it in time, and I know that I did, but because the game wanted me to see the animation, or something, it went off .4 (whatever) seconds later, and the stun didn't stop the attack.
I get discredited, mistakenly, for disliking 1.xx when I say ARR should be treated as a separate game. But that does not prevent me from liking 1.0 mechanics. Skill windups was a part of it. I personally enjoyed the long animation time and wind up on skills like Chaos Thrust, and the feeling of impact it provides and tactical awareness it takes to time a skill without being punished for not anticipating the wind up.
All the free motion in most the skills was initially a disappointment, then I realized there was still some windup to consider on specific skills (even skills like Overwhem).
The bother for me is latency or bad reaction time, registering a cure that came moments later instead of it simply stating -no effect- when you missed your opportunity. Then again, it can just be that people take the impression of 'instant' all too literally these days.
However, it's not the first time I feel as if I take a dividing perspective from popular courses, and I'm ok with that. Again, if they change this, it's not that big of a deal, but I wanted to provide an opposing perspective to discuss so that, at least academically, it can be looked at in a rounded manner and approached with more than one perspective in mind.
We lost a lot of feeling of weight when we changed animations to work with the GDC and removed the bulk of Animation lock. Do we really want to further remove that feeling in the few skills we still have a sensation of gathered power in?
You sure this isn't latency? I have to wonder what skill you are using, cause I play all 3 classes with physical stuns and the effect triggers before my animation completes on all 3 cases.
I used to be a "white knight", i subbed for six months, purchased useless in-game items (digital collector edition)
but love can turn into hate.
Same as Benediction
People are really quitting because of these real issues.
(you died because of these bad designs, & waste another 20mins to fight the boss again,
10 times=200mins,wasted 3+ hours because of stupid designs,my FC mates wasted 1 week because they can't dodge the Titan AOE,
wasted 2 nights because we can't dodge Coil T2 line AOE, just don't have time for these crap)
if you don't like hear something like this, fine, good luck, and bye

Man, you should just be happy the server doesn't eat it. Half the time I use Blood for Blood or IR I don't even get the buff and my crap goes on cooldown.

Again, I maintain my criticism. You are fine to be frustrated. Your mannerisms need a LOT of improvement.
And you list two separate problems, one not even valid under your OP, and lump them as one.
Latency is an issue, a major one I agree they should work on. Be it their update references or congestion, they need to keep addressing it. Not just once and say it's fixed, because the population is still likely to grow, even with you quitting. They need to future-proof, continually. Right now it still feels like they're playing catch-up.
The other, what you call 'bad design' is subjective, and people are going to leave over it no matter what. Benediction, Hallowed Ground, etc, needing a wind up? That's design decision. You are very likely going to get a 'working as intended' retort to it, and I'm warning you ahead of time that that may be the case. Will they adjust it? I don't know I don't read their minds, and I frankly don't care either way on that. That's a design choice, not an actual broken part of the game, like the Latency issue. If we're weighing priorities, Latency should win out over skill wind up hands down.
For me, however, there's a larger underlining problem here, and it's on the player's side: The Phobia of failure.
We've got people already complaining that they're done with the game, burned out in content, tired of all the same-old. Yet, you complain at the same time that your progression gets held back for any 'unacceptable' reason. Latency is valid, IMO, wind up is not. It took weeks, months for some to get my rag tag bunch of friends through some of the primal fights in 1.0, some never even got through by the time the servers closed. Sure, it was frustrating, but we made sure to have fun first, worry about the progress later.
Here we're complaining on something that has a no deadline, there should be far, far less pressure to progress than you're implying. Hours spent failing Titan? To me, it's Hours spent playing with friends - win or loss.
And this is talking as someone who has very limited free time as it is.
Fixes take time. Adjustments to game design, even longer. It's ok to be frustrated, but be reasonable. Things may likely not turn out the way exactly you want them, and you may still run into issues that you feel plague the game for years. I accepted this before I registered my six months. I knew it from previous MMOs. Patience seems to be lost on people these days.
Basically, Yoshida has stated he won't sync this up as it'll cause stress (on either the server or the players or ...some reason.) So it's not lag, just the system they went with it :\
Yeah, I'm sure. The animation doesn't COMPLETE before the stun, it's timed to stun as your axe connects for warriors, for instance. "Immersion-breaking" or not, as soon as the animation starts, the mob should be stunned.
